The Department of Science and Technology Region 02 (DOST-R02), through its TECHGROW (Technology Transfer and Entrepreneurship Collaboration & Harmonization of Growing Regional Opportunities on Wealth Creation) program, in partnership with the University of Saint Louis Tuguegarao (USLT), successfully organized the TECHGROW Ladderized Training: Intellectual Property Drafting and Technology Transfer. The training
was held from June 9 to 11, 2025, at the N-hall, N Building, USLT Main Campus,
Tuguegarao City, Cagayan.
Aldersgate College Inc. (ACI) actively participated in this significant training program. The institution was represented by Ms. Chelsey Joy P. Dacumos, RDE Specialist; Engr. Carlo JD D. Melegrito, Project Development and Management Officer; Mrs. Maricris B. Romero, Technical Project Officer from Bridge Hub, CBMA; Mr. Joluzalem Omingle, Librarian Staff; and one representative from the Research and Publication Office.
The three-day training aimed to strengthen the capabilities of researchers, faculty members, and project implementers in drafting intellectual property documents, particularly patents, and to deepen their understanding of the technology transfer process.
On the first day, the program began with registration, an invocation, and the singing of national and institutional hymns. Opening messages were delivered by Rev. Fr. Macwayne N. Maniwang, CICM, University President of USLT, and Dr. Laila A. Taguinod, Assistant Regional Director-TOS of DOST-02. The sessions that followed provided comprehensive discussions on the Fundamentals of Intellectual Property Rights, the Anatomy of a Patent
Specification, and Invention Disclosure Writing. Participants also engaged in a workshop focusing on drafting the initial parts of the patent specification, where the ACI participants actively participated and contributed their ideas.
The second day commenced with a reflection on the previous day’s learnings, setting the tone for the sessions that concentrated on Writing Claims and Descriptions. Participants took part in hands-on workshops where they practiced drafting both independent and dependent claims and proceeded to write the full patent specification. The ACI team actively engaged in these workshops, diligently applying the concepts discussed and collaborating with facilitators and fellow participants. The day concluded with peer feedback and mentoring sessions, offering participants valuable insights from experts.
The final day centered on Writing the Abstract of Disclosure and completing the necessary IPOPHL Request Forms and submission requirements. A hands-on workshop allowed participants to finalize their intellectual property packages and simulate the online submission process. In the afternoon, participants were introduced to the fundamentals of technology transfer, covering topics such as licensing, valuation, commercialization, and the Fairness Opinion Board process. The training concluded with the awarding of certificates and a group
photo session.
ACI’s involvement in this training is vital in enhancing its research and development capacities, particularly in safeguarding and commercializing intellectual properties generated through academic and research activities. The knowledge and skills acquired by the participants are expected to contribute significantly to the institution’s Research, Development, and Extension (RDE) programs and strengthen its strategic partnerships, including those under the Bridge Hub CBMA and TECHGROW initiatives.
